§ 130.21  DISTURBING THE PEACE.
   A person commits the offense of disturbing the peace when he or she knowingly:
   (A)   Drives or operates a motor vehicle without a muffler or with a defective muffler, or drives or operates a motor vehicle in such a manner as to cause unreasonable and unnecessary loud noises; or
   (B)   Operates a motor vehicle in such a manner as to unreasonably or unnecessarily cause the wheels of said motor vehicle to spin and throw rocks or gravel or injure the surface of any public street in the village.
