No peddler has an exclusive right to a particular location in the public streets nor is a peddler permitted to have a stationary location or to operate in a congested area where his operations impede or inconvenience the public. For the purpose of this Section, the judgment of a police officer, exercised in good faith, is conclusive as to whether the area is congested or the public impeded or inconvenienced.
