The City Council shall include in a resolution creating a committee a clear statement of the purpose, powers and duties of the committee. If an ad hoc committee is being created, the resolution shall state the length of time the committee is to exist. If the City Council deems it necessary, the Council may also set the frequency of committee meetings. (1995 Code)
