A. Charges Established for Payment of Expenses: In order to carry out its authorized function of sewage collection and disposal, the City establishes charges for sewer service in amounts sufficient to pay expenses of operating and maintaining such facilities, including administrative expenses, to provide for replacement and to repay outstanding sewer system improvement debt.
B. Grant for Sewage System Construction: The City has entered into a grant arrangement with the Environmental Protection Agency for construction of sewage effluent collection and disposal facilities and related system improvements. The City has agreed that the costs of operating, maintaining and replacement of the sewage collection and treatment works shall be distributed among all users of such collection and treatment works in general proportion to each user's contribution to the total wastewater loading of the sewage system.
