Except in cases of emergency, customers shall be afforded the right to meet with the city manager prior to termination of water service. The city shall provide such a meeting whenever a written request for a meeting is received at least three (3) days in advance of the date for termination of the service or the customer personally appears at city hall to request such a meeting. The city manager shall extend the date of termination of service until the meeting can be arranged at the city's convenience. The decision of the city manager in any matter in dispute shall be final unless appealed to the city council. Water service may be terminated pending appeal to the city council.
