Whenever the following words and terms are used in this chapter, they shall have the meanings ascribed to them in this section:
APPLICANT: The person making application for water and sewer service from the city under the terms of these regulations.
CITY: Whenever the word "city" is used, it shall mean the legally constituted municipal government of the city of Heppner, Oregon.
CITY COUNCIL: The legally elected group of members composing the city council, including the mayor of the city of Heppner, Oregon.
CUSTOMER OR USER: An applicant who has been accepted under the terms of these regulations and who receives water and/or sewer service from the city.
PUBLIC WORKS DIRECTOR: The public works director of the city or his designee. (Ord. 487, 6-10-1991; amd. 1995 Code)
