If the construction, alteration or repair of any sidewalk or curb shall not have commenced within ten (10) days after serving notice for such construction, alteration or repair or shall not have been completed within the time specified by a resolution of the City Council, the City Manager shall have the same constructed, altered or repaired, and upon ascertaining the cost of such construction, alteration or repair, he shall immediately enter such cost, together with any other expenses incurred, in the lien docket against the lot abutting or fronting a portion of the sidewalk or curb so constructed, altered or repaired.
