1-5-1-1: NOMINATING PROCEDURES FOR ELECTED OFFICIALS:
   A.   State Statutory Nominations Procedure Adopted: Except as provided in this section or the city of Heppner charter, the method for nominating a person for city elected office shall be as set forth in Oregon Revised Statutes chapter 249 and all further amendments thereto.
   B.   Councilors Elected At The November General Election: Elections for city councilors shall be held every two (2) years at the November general election date as established in Oregon Revised Statutes 254.056(1) and all further amendments thereto. There shall be no primary runoff elections for councilors. The candidate receiving the highest number of votes at the November general elections for a council position shall be elected to that position.
   C.   City Manager Is The Chief City Elections Officer: The city manager shall be the chief city elections officer. All nominating petitions or declarations of candidacy shall be filed with the city manager. (Ord. 523-98, 6-8-1998)
