6-5-6: RELEASE OF VEHICLE:
   A.   A vehicle which has been impounded under this chapter may be released to the registered owner or legal owner, if different, if the owner or person entitled to possession has paid all accrued towing, storage and administrative costs, unless otherwise ordered by the justice judge, and shows:
      1.   Proof of ownership of the vehicle;
      2.   Proof of insurance coverage for the vehicle which satisfies the minimum requirements under Oregon state statute; and
      3.   A release from the Heppner police department which indicates a valid vehicle registration has been established.
   B.   If the vehicle is to be driven, the driver must also present a valid driver's license.
   C.   If administrative charges have been assessed, these charges must be paid to the city.
   D.   Once the vehicle owner or person entitled to possession accomplishes all of the above to the city, the city will issue a certificate indicating the requirements of this section have been met and authorizing release of the vehicle once towing and storage charges have been paid. The certificates will be issued by the city only during regular business hours. (Ord. 527-99, 9-13-1999)
