A. Notice of impoundment shall be given as follows:
1. At the scene of a tow resulting from violation of section 6-5-2 of this chapter, the police officer shall complete the "vehicle tow information" report and deliver a copy thereof to the operator of the vehicle; and
2. After the vehicle is taken into custody, the city shall provide by certified mail within forty eight (48) hours of the removal, the "vehicle tow information" to the owners of the vehicle and any lessors or security interest holders as shown in the records of the department of transportation. If the vehicle is not registered, reasonable efforts shall be made to ascertain the name and address of the legal owner or person entitled to possession of the vehicle so notice may be mailed, if reasonably possible, within forty eight (48) hours of impound.
