6-4-8: ENTRY UPON PRIVATE PROPERTY:
   A.   The chief of police or the appropriate designated enforcement official for the city is authorized at all times to enter upon private property and examine any vehicle for the purpose of determining if the vehicle is abandoned. However, before entering upon private property, the chief or the appropriate designated enforcement official, shall obtain the consent of the occupant thereof or have a warrant from the appropriate court authorizing entry for purpose of inspection.
   B.   No search warrant shall be issued under the terms of this section until an affidavit has been filed with the appropriate court showing probable cause for such inspection by stating the purpose and the extent of the inspection or other specific or general information concerning the abandoned vehicle and identifying the property on which it is situated.
   C.   It is unlawful for any person to interfere with or attempt to prevent the chief of police or the appropriate designated enforcement official from entering upon private premises and inspecting a vehicle when a warrant authorizing entry has been obtained or when the consent of the occupant of the property has been obtained.
