6-4-4: REMOVAL OF VEHICLE; PROCEDURE:
It shall be the duty of the police department, whenever a vehicle is parked or left standing, as in section 6-4-3 of this chapter, to:
   A.   Make a routine investigation to discover the owner and request removal of the vehicle.
   B.   If the owner is not found, to place a notice upon the windshield or some other part of the vehicle easily seen by the passing public.
   C.   Such notice shall state that the police department will remove and impound the vehicle under the provisions of this chapter, within twenty four (24) hours of the day of posting, unless:
      1.   The owner removes the vehicle.
      2.   Good cause is shown, satisfactory to the Chief of Police, why such vehicle should not be removed by the owner or removed and impounded by the City.
      3.   Remove any vehicle which shall constitute a nuisance under the provisions of this Chapter and store such vehicle upon City property or upon a lot properly licensed under State laws for the storage of motor vehicles, pending investigation into the ownership of such vehicle.
   D.   Vehicles which have been impounded may be removed to a private lot, provided:
      1.   Such lot has been properly certified and licensed under the laws of the State.
      2.   Such lot has written contract with the City which shall include the following provisions:
         a.   General summary of minimum security provided by the lot.
         b.   The City shall be held harmless for any damage or theft to the vehicle, parts of the vehicle or contents of the vehicle.
         c.   The lot shall have insurance coverage which will be sufficient to cover any theft or damage to any vehicle, parts of any vehicle and contents of any vehicle.
         d.   The lot shall have general liability insurance in the minimum amounts of one hundred thousand dollars ($100,000.00) bodily injury to a single person, three hundred thousand dollars ($300,000.00) for injury to a group of persons and fifty thousand dollars ($50,000.00) property damage, all relating to a single occurrence.
         e.   Copies of certificates of insurance required in subsections D2c and D2d above, naming the City as additional insured, shall be provided to the City.
         f.   Such other information as may be required by the City.
When any vehicle is removed to a private lot after impoundment, the owner of the private lot shall have the vehicle appraised by a person qualified and licensed under the laws of the State to appraise motor vehicles. (Ord. 431, 9-4-79)
