For the purpose of this subchapter, the following definition shall apply unless the context clearly indicates or requires a different meaning.
CONTRACTUAL SERVICES.
(1) Services performed for the town by persons not in the employment of the town, and may include the use of equipment or the furnishing of commodities in connection with said service under express or implied contract.
(2) CONTRACTUAL SERVICES include travel; freight; express; parcel post; postage; telephone; telegraph; utilities; rents; printing and binding; repairs, alterations, and maintenance of buildings, equipment, streets and bridges, and other physical facilities of the town; and other service performed for the town by persons not in the employment of the town.
