Prior to the issuance of a permit to any person to cut any street or roadway within the town limits, such person shall post with the town a one year maintenance bond running to the town, and to be in full force and effect beginning with the day said road or street shall have been restored to its original condition by such applicant in the manner required by ordinance, and said bond continuing in force for one year after said street has been accepted by said town.
