(A) Application and fee. Any person desiring to cut, alter, mutilate or change in any manner for any purpose any paved or traveled portion of any street or alley, or any curb, gutter, catch basin, or any other appurtenance of any street or alley, shall apply to the Town Clerk for a permit therefor, and pay to the Town Clerk the permit fee required as set forth in the Appendix of Fines and Fees.
(B) Issuance of permit. Upon the payment of said fee, the Town Clerk shall issue to such applicant a permit in accordance with the application therefor.
