Every pawnbroker shall keep at his or her place of business a register, in which he or she shall record in ink or with indelible pencil an adequate description of all property purchased, taken or received by him or her, including any number that may be thereon. He or she shall record in the register the date when all property is received and also the name and place of residence of the person leaving or pledging the property, including his or her street and street number if any. He or she shall record in the register the amount loaned, the interest charged, and the time when the loan is to become due. All such entries shall be made within one hour after the purchase or receipt of property. The register shall be kept clean and legible.
