Any person, firm, association, corporation or copartnership who shall violate any of the provisions of the penal code of the state as adopted herein, or any provision of this title, shall severally for each and every such violation be guilty of an offense and, upon conviction thereof, may be punished by a fine and costs as set forth in the penal code or a fine and costs as set forth in § 10.99 of this code of ordinances, whichever is less. The imposition of one penalty for any violation shall not excuse the violation or permit if it continues.
