Any owner of a vehicle found in violation of the provisions of § 70.36 of this chapter shall be deemed guilty of creating a public nuisance, which said violation is hereby declared to be, and, upon plea of guilty or conviction thereof, shall be fined as set forth in § 10.99 of this code of ordinances, which shall be in addition to any other penalties lawfully assessed against said owner.
