(A) No person who owns, harbors, keeps or maintains any dog shall permit such dog to be off the premises where the dog is owned, kept, harbored or maintained or to otherwise run at large unless the dog is under the control of a competent person.
(B) Any dog shall be deemed to be running at large unless it is securely chained or tied on a leash or kept in a pen or within doors in a building, or is on the premises where it is owned, kept, harbored or maintained.
