(A) An ordinance, including addendum with exhibits, granting a franchise to CMN-RUS (Metronet), incorporated, to operate and maintain a cable communication system in the city; setting forth conditions accompanying the grant of franchise; providing regulation, and use of the system; and prescribing penalties for the violation of its provisions, is hereby adopted.
(B) The city shall follow rules relating to cable rate regulation promulgated by the Federal Communications Commission in 47 C.F.R. part 76, subpart N.
