(A) The City Council, in and for the city, is designated as the enforcement agency for this part and shall have the power to receive, hear and determine complaints as provided herein.
(B) The City Council shall promptly investigate, upon complaint or upon it own motion, any violations of this part. If, after investigation, it shall have reason to believe a violation has occurred, it may refer the matter to the City Attorney for criminal persecution, initiate civil enforcement procedures as herein provided, or enter into a settlement agreement which, when approved by the City Council and affected persons shall have the same force as an order.
