There is hereby levied an annual license tax upon the operation of motor vehicles on the public roads of the Village of Hebron, Ohio, pursuant to Ohio R.C. 4504.173 and 4504.172, for the purposes of planning, constructing, improving, maintaining, and repairing public roads and streets, and to provide additional revenue for the purposes authorized by Ohio R.C. 4504.173(A)(2) and 4504.06, and to supplement revenues already available for such purposes.
