735.01 UNINVITED SOLICITING PROHIBITED.
   The practice of going in, about and upon private lands and residence in the Village, by solicitors, peddlers, hawkers, itinerant merchants, transient merchants and solicitors for subscriptions, who have not been requested or invited upon the private premises by the owner or occupants of the private homes or businesses for the purposes of soliciting orders for the purchase of goods, wares, and merchandise, and/or disposing of, peddling or hawking of newspaper subscriptions, magazine subscriptions or any other items desired to be sold, is hereby declared to be a nuisance.

735.02 LICENSE REQUIRED; FEE.
   Any person who solicits, peddles, hawks or is a solicitor, peddlers, hawker, or itinerant merchant or transient merchant of any merchandise, including the sale of subscriptions of newspapers, magazines and other periodicals for future delivery, and who intends to hawk, peddle or offer for sale any items of merchandise or any subscription to any newspaper or magazine not produced by his own efforts, shall prior to commencing such solicitation, peddling, hawking or selling, register with the Mayor or the Fiscal Officer on a form to be provided and which gives the following information:
   (a)   Name and address of applicant.
   (b)   A personal description of the applicant.
   (c)   Name of the firm or organization whom the applicant claims to be representing.
   (d)   The home office of such firm or organization and its address and telephone number.
   (e)   The name of the immediate superior or supervisor in charge and his address and telephone number.
   (f)   If the applicant is a minor, the name and address of his parent or parents.
   (g)   The name and description of the merchandise to be sold, or in the event the same is a magazine or newspaper, the name of the same, the amount of the yearly subscription thereto, the date which first delivery can be expected, and the sale value of any article to be sold.
   (h)   The name of any surety company or bonding company who guarantees the acts of the applicant or his employer.
   The application shall be completed in the applicant’s handwriting and signed and sworn to by the applicant to be a true statement and shall be submitted to the Mayor or the Fiscal Officer along with the sum of five dollars ($5.00) for each day the applicant desires to be licensed.
   The Mayor or the Fiscal Officer shall, upon receipt of a completed application, properly filled out and after receipt of the payment of the fee therefor, in cash, issue to the applicant a license to solicit, sell, hawk, or peddle merchandise within this Village. At the time of the issuance of such license, the date of issuance and the date of expiration of the said license shall be noted upon the application. No license shall be issued unless all information asked upon the application is furnished by the applicant.
