103.01 DEFINITIONS.
   As used in this chapter:
   (a)   “Clerk” means the Fiscal Officer of the Village.
   (b)   “Day” means a calendar day.
   (c)   “Meeting” means any pre-arranged discussion of the public business of the municipal body being a majority of the members of the municipal body or if the matter is to be discussed by a committee, by a majority of the members of said committee.
   (d)   “Municipal body” means:
      (1)   Council.
      (2)   Planning and Zoning Commission.
      (3)   Records Commission.
      (4)   Any committee of any of the above municipal bodies comprised of members of such bodies.
   (e)    “Oral notification” means a notice given orally either in person or by telephone directly to the person for whom such notification is intended or by leaving an oral message for such person at the address or at the telephone number of such person as shown upon the records of the Fiscal Office kept under the provisions of this chapter.
   (f)   “Post” means to post in an area accessible to the public during usual business hours in the Municipal Building of the Village or at any other location where ordinances would be posted pursuant to other ordinances of the Village.
   (g)   “Published” means published at least one time in a newspaper of general circulation in a municipality as defined by Ohio R.C. 7.12.
   (h)   “Special meeting” means a meeting which is neither the regular meeting or an adjournment of the regular meeting to another time or day to consider items specifically stated on the original agenda of the regular meeting.
   (i)   “Written notification” means notification in writing mailed, telegraphed, or delivered to the address of the person for whom such notification was intended. If mailed, such notification shall be mailed by first class mail and deposited in the United States Post Office at Hebron, Ohio, no later than the second day preceding the date of the meeting to which such notice refers. Further provided that at least one regular mail delivery day falls between the day of notice and the day of such meeting.
