The Coordinator shall publish, at least annually, in the Newark Advocate a description of those users which are found to be in significant or non significant noncompliance, as defined in this ordinance, with any provisions of this ordinance or any permit or order issued hereunder during the period since the last publication. If no users are in significant noncompliance, the Coordinator shall publish a statement to that effect in the Newark Advocate.
