Any person, firm or corporation who is the owner or agent of any parcel of land in the Village shall cause the sidewalk in front of and abutting said parcel of land to be properly constructed, repaired or reconstructed whenever the Village Council shall, by resolution, direct the same to be done. Any person, firm or corporation who is the owner or agent of any parcel of land that fails, neglects or refuses to make repairs to such sidewalk, when and by the time the same is required to be done, shall be fined not less than $5.00 or more than $50.00 and shall be liable to a further fine of $100.00 for each and every week such sidewalk remains in violation of this chapter.
