No sidewalk shall be constructed or repaired until the proper line and grade shall have been obtained from the Village Zoning Inspector; and such sidewalk shall be constructed or repaired, as the case may be, in accordance with the Zoning Ordinance of the Village. Any firm, corporation or person who is the owner of any parcel of land and who constructs or repairs any sidewalk of different dimensions than provided in this chapter shall be fined not less than $5.00 or more than $50.00, and will remove and reconstruct said sidewalk in accordance with the provisions of this chapter, at their own expense. Additionally, said owner will be under penalty of $100.00 per week for each week after being notified to remove and reconstruct said sidewalk.
