Nothing in this chapter shall require the Village of Hebron, any of its boards or commissions, the County of Licking, or the State of Ohio to obtain the permits, pay the fees or post the bonds required by this chapter.
Further, any public utility, in time of emergency, shall be permitted to cut, excavate, or open the public street, alley or public ways without having first obtained the permit required hereby, or the posting of the bond, or payment of the fees therefor, but within 48 hours after such work is commenced, in case of an emergency, such public utility shall make such applications, pay the fees and post the bonds required therefor in the same manner as any other person, firm or corporation coming within the scope of this chapter.
