905.07 INSPECTIONS REQUIRED.
   At the time of issuance of the permit, the Fiscal Officer shall notify the inspector of the application, and as soon thereafter as possible the inspector shall proceed to inspect the location, prior to the time any opening cut or excavation is made, and shall make a report of the condition of the street, alley or public way, at the place where the cut, excavation or opening is to be made, and this report shall become apart of the application in the office of the Fiscal Officer of the Village.
   When the work is completed the inspector shall, upon notice from the applicant that the work has been completed and the street, alley or public way restored, make a second investigation and inspection to determine if the restoration is completed, and if the same is satisfactory. The inspector shall then submit to the Fiscal Officer a second report to be attached to the application as provided in the first paragraph of this section.
   If the report of the inspector indicates that the work of restoration is defective in any manner, the defects shall be noted in his report, and a copy of the report and defects noted shall be forwarded by the Fiscal Officer to Council. If Council after a review of the reports believes that additional restoration is necessary, Council shall by action noted on its minutes notify the applicant of the necessity to correct the defects noted.
   A copy of the inspector’s report shall accompany the notice by Council to correct defects, and Council may allow up to 30 days in which such corrections and repairs are to be made. In the event that the applicant does not complete the repairs and correct the defects within the time set by Council, the notice sent shall advise the applicant that he and his bondsman, or bondsmen will be held responsible for any sums necessary to restore the street, alley or other public way to the same condition as existed, as indicated by the inspector’s first report.
   Nothing in such notice shall relieve the applicant for sums in addition to the amount of the bond, if the expenditure of such additional sums are necessary to make the restoration complete.
   Every bond shall be held by the Village for a period of six months from the date the work is completed, and if the restoration is satisfactory shall be returned to the applicant.
   Nothing herein shall relieve the applicant, his employees or agents from their negligence, or omissions during the time the work contemplated to be done is proceeding, and the purpose of the bond shall be for the benefit of the Village, and not the general public for acts of negligence.
