521.12 STREAM AND WATER NUISANCES PROHIBITED.
   (a)   It shall be a nuisance and no person shall maintain, keep, permit or employ any of the following acts, to wit:
      (1)   Cause any lot or land within the limits of the Village to become filled with stagnant water;
      (2)   Throw, deposit or permit to be thrown or deposited, any sewage, waste, refuse, filthy drainage, the carcass of a dead animal, spoiled meat or fish, decayed garbage, or any other putrid or noisome substance, upon or into any lake, pond, stream, ditch, drain or watercourse, or on or in any place from which filthy drainage therefrom may wash or run therein, or being the owner or occupant of such place, permit such acts to be done or such things to remain;
      (3)   Obstruct any culvert, drain or natural watercourse, creek, brook or branch thereof;
      (4)   Obstruct the natural flow of water, causing it to flow back or become stagnant, in a way prejudicial to the health, comfort, or convenience of any of the residents of the neighborhood;
      (5)   Obstruct any sewer or drain, private or public, or divert or cause the natural flow of water therein, to flow other than its natural course or established way;
      (6)   Store-up, enclose or catch by means of containers, ponds or by means of dams, any sewerage or water from any sanitary sewer, drain, ditch or cesspool within the limits of the Village, except for the purpose of treatment as provided by the laws of Ohio.
   (b)   Whoever violates subsection (a) hereof shall be fined not more than five hundred dollars ($500.00). A violation thereof shall be deemed to have been committed each period of 24 hours such violation shall continue.
