(a) No person being the occupant of any dwelling, or place of business within the corporate limits of the Village, shall cause garbage or other unburnable household refuse to be stored in cans, barrels or any other container, unless the same shall be made of metal or other impervious material which shall be fitted with a tight lid or covering.
(b) Whoever violates this section is guilty of a minor misdemeanor.
