(A) All municipal records as defined in § 31.02 above are hereby declared to be the property of the City of Heath.
(B) No municipality official or employee has, by virtue of his or her position, any personal or property right to the records even though he or she may have developed or compiled them.
(C) The unauthorized destruction, removal from files, or use of the records in prohibited.
