§ 56.16 REPORTING REQUIREMENTS FOR SIGNIFICANT NON-CATEGORICAL INDUSTRIAL USERS.
   (A)   Significant non-categorical industrial users shall submit to the environmental officer at least once every six months (on dates specified by the environmental officer) a description of the nature, concentration, and flow of the pollutants required to be reported by the environmental officer. These reports shall be based on sampling and analysis performed in the period covered by the report, and performed in accordance with the techniques described in 40 C.F.R. Part 136 and amendments thereto. Where 40 C.F.R. Part 136 does not contain sampling or analytical techniques for the pollutant in question, or where the EPA determines that the Part 136 sampling and analytical techniques are inappropriate for the pollutant in question, sampling and analysis shall be performed by using validated analytical methods or any other applicable sampling and analytical procedures, including procedures suggested by the environmental officer or other persons, approved by the EPA. This sampling and analysis may be performed by the environmental officer in lieu of the significant non-categorical industrial user. Where the environmental officer collects all the information required for the report, the non-categorical significant industrial user will not be required to submit the report.
   (B)   All periodic compliance reports must be signed and certified in accordance with § 56.18 of this chapter.
   (C)   All wastewater samples must be representative of the industrial user's discharge. Wastewater monitoring and flow measurement facilities shall be properly operated, kept clean, and maintained in good working order at all times. The failure of an industrial user to keep its monitoring facility in good working order shall not be grounds for the user to claim that sample results are unrepresentative of its discharge.
   (D)   If an industrial user subject to the reporting requirement of this section monitors any pollutant more frequently that required by the environmental officer, using the procedures prescribed in § 56.16(A) of this chapter, the results of this monitoring shall be included in this report.
