The inhabitants of the Municipality of Heath, Ohio, within the corporate limits as established at the time of the adoption of this Charter, or as thereafter established in the manner provided by law, shall be and continue to be a municipal corporation under the name of "The Village of Heath". When the Municipality shall, under the Constitution and the laws of Ohio, become a city, it shall be known as the "City of Heath." The provisions of this Charter shall apply whether this Municipality is a village or a city. The corporation will hereinafter be referred to as "the Municipality".
