The Overlay Zoning Standards for each Zone provide the uses permitted and development
standards required in each Zone. The zoning standards delineated in the base zoning districts of R-3 and B-2 shall apply in each associated Zone when not in conflict with the Overlay Zoning Standards and when the Overlay Zoning Standards are silent regarding a base zone standard.
