(a) It shall be the declared policy of the City to appoint all employees, either classified or unclassified, without regard to political considerations. In accordance with this policy, City employees shall not engage in such improper political activities as follows:
(1) Employees shall refrain from seeking or accepting nomination or election to any governmental office.
(2) Employees shall refrain from using their influence publicly in any way for or against any candidate for elective office in the Municipal government.
(3) Employees shall not circulate petitions or publicly campaign in behalf of any elective official.
(b) Nothing in subsection (a) hereof shall be construed to prevent employees from becoming or continuing to be members of any political party, club or organization; from attending political meetings; from expressing their views in private on political matters outside of working hours and off City premises, or from voting with complete freedom in any election.
