(a) Each full-time permanent employee, except employees subject to a collective bargaining agreement, department heads, and the Assistant Auditor after completing the required number of years of continuous service, shall be entitled to paid vacation leave as follows:
(1) One year 80 hours
(2) Eight years 120 hours
(3) Fifteen years 160 hours
(4) Twenty years 200 hours
For a department head and Assistant Auditor, the appointing authority shall determine and assign the appropriate vacation period, but “years of continuous service” shall include time of related employment with other public employers, but for other new full-time employees, not subject to a collective bargaining agreement, “years of continuous service” shall mean years of service with the City of Health only.
The service year shall be based on the calendar year (January 1 through December 31) for purposes of this section.

(b) Each new full-time permanent employee, not subject to a collective bargaining agreement and not a department head, prior to one complete calendar year's service (January 1 through December 31), shall be entitled to and given one day's vacation with pay for each complete calendar month of service during the first calendar year of employment, not exceeding ten days.
(c) Vacation time will normally be taken during the year following accrual. Where, due to a heavy burden of work or under exceptional circumstances, vacation time cannot be practically taken, an employee may be permitted to carry over up to one week's time to the next year; provided, prior approval is obtained from the department head and the Mayor. An employee shall not elect to work and receive additional pay for his allocated vacation time without the prior approval of the Mayor. No employee shall elect to receive pay in lieu of taking vacation time off except as provided in this subsection.
(d) At the time of separation from service, an employee shall be entitled to vacation pay for an accrued vacation leave for which he is entitled.
