(a) A new employee shall be assigned to an authorized job classification and pay range as established by ordinance or contract.
(b) New appointments shall be made to the classified service in accordance with the Civil Service Commission rules of procedure. All other new appointments shall be made in accordance with the provisions of the Charter, or other applicable ordinance or statute.
