(a) The official pay plan for the City service consists of schedules, ordinances and contracts showing established pay ranges. Council may amend these schedules as necessary and permitted by law.
(b) After each classification and description has been assigned to pay range and the pay plan and rules for its administration have been adopted by Council, each employee shall be advised of the rate of pay and the salary range to which the job classification has been assigned.
(c) All employees shall be assigned to a pay range and classification equal to or next highest to their present salary level. Thereafter, advancement shall be made through the appropriate scale by progression within the appropriate pay range.
