It is hereby declared the policy of the City that:
(a) The Civil Service Commission rules of procedure shall be controlling in all instances where applicable.
(b) Employment with the City shall be based on merit and fitness and predicated on the premise that qualified personnel are best able to render effective, efficient service.
(c) The administration of all personnel policies established by this chapter shall be the responsibility of the Mayor or his appointed representative.
(d) Appointments within the jurisdiction of the Mayor shall be free of personal and political considerations.
(e) Incentives and conditions of employment consistent with those employed by progressive business firms and municipalities shall be practiced in order to maintain a competent, loyal work force interested in performing efficiently and in the interest of governmental economy.
(f) An up-to-date position classification system shall be maintained.
(g) An up-to-date pay plan providing for fair compensation of City employees shall be in effect.
(h) Positions in the City service shall be classified and compensated on a uniform basis in keeping with the policy of "equal pay for equal work".
(i) The maintenance of good employee morale shall be encouraged by fair administration of this chapter and by every consideration of the rights and interests of employees consistent with the best interests of the public and the City.
(j) Continuity of employment covered by this chapter shall be subject to good behavior, the satisfactory performance of work, necessity for the performance of work, and availability of funds.
