159.05 APPOINTMENTS.
   (a)   Original Appointments. Original appointments shall be in accordance with the Civil Service Commission rules of procedure.
   (b)   Probationary Period. All new employees appointed permanently shall serve a probationary period of one year. A longer period, not in excess of two years, may be authorized by the Civil Service Commission upon request of the Mayor. During the probationary period, but only after completion of one-half of such period, the Mayor may discontinue the service of any such appointee if, in his opinion, the employee's performance has been unsatisfactory, or if he is of such reputation and habits as not to merit continuance in the service. In every case, the Mayor shall give written notice to the employee and the Civil Service Commission, where applicable, of the action taken and the reason for such action.
   (c)   Temporary Appointments. The appointment of temporary employees shall be in accordance with the Civil Service Commission rules of procedure.
