1131.03 APPLICATION.
   This Overlay District is included in the Zoning Ordinances of the City of Heath as a special and unique protection area. Currently, the surrounding 1,500-foot radius is represented by three zoning designations as follows:
   (a)   An (R-1) Single Family Residential District, the Southgate subdivision, located west and southwest of the Great Circle. Currently, these homes are all one story construction, with an average height of approximately 16 feet, well under the maximum allowable of 30 feet per current zoning.
   (b)   A (B-3) General Business District, located on both sides of S.R. 79 to the south and southeast. The general business district has one adjacent Giant Eagle store that approximates 40 feet in height in one small central area, well under the current zonings allowable height of 50 feet. However there is a visual screen of pine trees on the NW corner of that store. The remainder of the store and the adjacent stores approximate heights up to 26 feet.
   (c)   The (M-2) General Manufacturing District, located due east along S.R. 79 and north of Hopewell Dr., has the Matthews Ford Dealership and the former Meritor Plant, each having approximate heights of 26 feet, well within the maximum allowable zoning height of 50 feet.
