The proposed Overlay District is located in Heath and Newark within a 1,500-foot radius of the center of the Great Circle Mound with the following coordinates, Ohio State Plane Coordinate System, Ohio South Zone [Northing: 743391.904, Easting: 1987788.516], [Lat: 40º02'27.56"N, Long: 82º25'52.00"W]. The purpose of the District is to recognize and protect the field of view, or Viewshed, from within the site. The circular mounds serve to obstruct a certain amount of outer perimeter sight-line, however; this District establishes maximum heights for future improvements in the areas surrounding the Great Circle.
