(a) The City shall undertake land use, surveys or other background studies necessary to designate an overlay district. The boundaries must be clearly identified. All property owners within the proposed overlay district and those in immediately adjacent areas shall be afforded the opportunity to comment and otherwise pass along their views on the proposed regulations.
(b) The proposed new ordinance is prepared as a draft and introduced to City Council for initial review. It would then be referred to the Planning Commission for review, comment and approval, before being referred back to Council for their final review and action to incorporate into the Codified Ordinances.
