159.04 CLASSIFICATION PLAN.
   (a)    The Mayor shall be responsible for maintaining the classification plan in such a manner that all positions are classified properly.
   (b)    Changes in the classification plan may result from the need for creating new positions, changes in organization or in assigned duties and responsibilities according to the following procedures:
      (1)    The Mayor shall review all requests for the creation of new positions, the abolition or consolidation of present positions, the reclassifications of positions to different job classes, and the re-allocation of classifications to new salary ranges. In the accomplishment of these things, he shall study the current duties and responsibilities of positions and take the appropriate action or make the necessary recommendation to Council in order to insure the correct classification and allocation of the position.
      (2)    Each department head shall report to the Mayor any change in his organization or in the assignment of duties and responsibilities of a position which will appreciably affect the scope of the position with respect to the relative status in the classification plan. In instances when the scope of the positions is greatly altered, a reclassification shall be recommended.
      (3)    An employee may submit a request in writing to the Mayor for a review of the duties and responsibilities of his position. Such a request shall be submitted through his department head and shall include the employee's own description of his current duties and responsibilities.
   
   (c)    The following positions are established within City government:
      (1)    Elected officials:
         Mayor;
         Auditor; and
         Council members.
      (2)    Appointed officials:
         Clerk;
         Clerk, trainee;
         Safety director;
         Mayor's administrative assistant;
         Law director; and
         Assistant law director (prosecutor).
      (3)    Auditor's office:
         Assistant auditor.
      (4)    Building and zoning:
         Chief of building and zoning inspection;
         Assistant chief of building and zoning inspection;
         Building and Zoning Inspector;
         Clerk I - Building and Zoning; and
         Clerk II - Building and Zoning.
      (5)    Fire division:
         Fire chief;
         Clerk I - Fire;
         Clerk II - Fire;
         Lieutenant;
         Captain;
         Prevention Officer;
         Firefighter/Medic I; and
         Firefighter/Medic II.
      (6)    Parks:
         Park superintendent;         
         Park Worker I;
         Park Worker II;
         Park Worker III;
         Swimming pool manager;
         Assistant swimming pool manager;
         Tennis instructor;
         Assistant tennis instructor;
         Recreation director;
         Assistant recreation director;
         Playground leader; and
         Pool employee.
      (7)    Police division:
         Chief of police;

         Police Officer I;

         Clerk I - Police;
         Clerk II - Police Administrative Assistant;
         Clerk II - Police Records & Evidence;
         Clerk III - Police Administrative Assistant;

      (8)    Street division:
         Street commissioner;
         Equipment operator;

      (9)    Tax division:
