(A) The purpose of the City income tax is to provide funds for the purposes of general municipal operations, maintenance, new equipment, extension and enlargement of municipal services and facilities and capital improvements of the City of Heath.
(B) Subject to all other provisions of this Chapter, an annual tax is hereby levied at the rate of one and one-half percent (1½%) per annum.
(C) Effective on January 1, 2018, in addition to the tax imposed by subsection (B), there is levied an additional tax of one-half percent (½%) upon “Municipal Taxable Income” as defined in Section 183.03(20), for the purpose of general municipal operations, maintenance, new equipment, extensions and enlargement of municipal services and facilities, capital improvements of the municipality, and debt service.
