(a) The Fire Prevention Code shall be enforced by the Bureau of Fire Prevention in the Division of Fire of the City which is hereby established, and which shall be operated under the supervision of the Chief of the Division of Fire.
(b) The Chief of the Division of Fire shall be in charge of the Bureau of Fire Prevention, and he shall designate the Fire Division officer who shall have control of the Bureau of Fire Prevention under the Chief's direction. The appointment of the officer in charge of the Bureau of Fire Prevention shall continue during good behavior and satisfactory service, and he shall not be removed from office except for just cause as determined by the Chief.
