The Fire Chief or Fire Prevention Officer shall be responsible for enforcement of this chapter. Whenever the Fire Chief or Fire Prevention Officer determines that a violation of this chapter exist, he or she will take action as follows:
(1) He or she shall give written notice of the violation to the occupant and the owner shown on the most recent tax roll;
(2) A statement advising that upon the failure to comply with the requirements of the notice, the City shall take such enforcement procedure as may be required;
(3) Service of written notice required by this chapter shall be deemed completed upon posting of the public notice of certified mail, returned receipt requested, to the last known address of such person.
