Mulch, whether wood based or made from other combustible material, shall not be installed or placed as ground cover within three feet of any commercial building, no matter its type. This includes but is not limited to restaurants, bars, bowling alleys, child care & nursing facilities, schools and any other building that would be considered commercial, retail, government, recreational, industrial or business in nature regardless of zoning district.
