Any land and fees received by the City pursuant to this resolution shall be used only for the purpose of providing park and recreational facilities to serve the citizens. Fees paid pursuant to this resolution shall be deposited in a Parks and Recreational Capital Improvement Fund to be used for the acquisition, development, and improvement of park and recreational facilities. No part of such fees shall be used for the purpose of paying salaries, wages, or other general operating expenses. Fees received may be expended only in conjunction with development of parks and recreational facilities.
